Abstract
This article examines the formation of the concept of a person with social disabilities in the philosophical worldview system, its social essence and mechanisms of social governance. Treating people with social disabilities with reasonableness, leading to the issue of compassion and charity of society, creates dependency. This is related to the main quality of the social system - the concept of justice and the equal rights and respect of other members of society. The article analyzes in detail the issues of how to understand people with social disabilities and treat them fairly. Each person has his own independent views in society, which manifest a different philosophical worldview in relation to reality. Some of the people with social disabilities strive to carry out their activities through labor, not to be subordinate to others, based on the national mentality. This is expressed in their sincere desire to reduce the concern of others for their lives, and for social life to be prosperous. This philosophical worldview is characterized by the desire to glorify the dignity of the human person in society, and by an attempt to solve the problems of people who are alien to them. The Uzbek people have always been generous in providing assistance to people with limited social opportunities, supporting citizens who find themselves in difficult situations in social life, and helping to improve their everyday lives in some way.
